The sovereign nations of the Silver Millennium and the Golden Elysium Empire are trying to share a solar system that is entirely too small for all of the personalities and egos involved. Treaties, embargoes, trade relations, and a whole lot of marriageable heirs make up daily life.

Imagine life in a feudal court -- and now multiply that exponentially.  There are many individual courts under both Imperial banners, and all are trying to maintain their own national identities, curry favor, and wield their political clout.  Now the Empires are joining forces under a mutual peace treaty -- regardless of who agrees or disagrees with this tack. 

With that being said, what's important isn't how serious the politics can be in-character, but how much deliciously over-the-top fun can be had out-of-character.  Think of Joan Collins in deliciously fabulous gold suits and fur hats, think of Errol Flynn swashbuckling, think of James Bond espionage.  The focus is on what's hilarious and interesting, not necessarily what's realistic.

Further Information, which is important enough to be its own post:

Silvermoon is a home for all those characters that you can't find a way to play anywhere else.  The tone should be one of a soap opera, of a romance novel, of an 1890s Penny Dreadful melodrama.  The reason why this is awesome is because this is a setting specifically designed for those things, with players and admin who are mature enough to handle the power of the special snowflake.  The more over-the-top you want to go, the more awesome this will be.  Trust your players: everyone is the hero of their own story.

This is not to say that we don't expect these characters to be well-developed -- they should be GOOD characters, and there should be something more to them than their special snowflake-ness.  It's just that if you want a crazy background with a focus on angst and romance, this is where you can come.

Here is a helpful rule of thumb: too much is too much, but much too much is just right.
